David Frasher clerked at the Alaska Court of Appeals

David Frasher attended law school in St. Louis

David Frasher grew up in western Missouri. He completed his Bachelors degree in Administration of Justice, graduating cum laude, from MacMurray College in Jacksonville, Illinois in 1981. Thereafter, he began his career as a police officer with the Independence Missouri Police Department. In 1990, David Frasher left his position with the police department to attend law school at Washington University in St. Louis, Missouri. After law school, David Frasher clerked at the Alaska Court of Appeals and then opened his own law practice. He also served as the City Administrator of Oak Grove, Missouri in 1999, as the City Administrator of Ashland Wisconsin, and as the City Manager of Grants Pass, Oregon, in 2005.

David Frasher worked for Judge, Robert G. Coats

The Alaska Court of Appeals has the authority to hear appeals in cases involving criminal prosecution, post-conviction relief, juvenile delinquency, extradition, habeas corpus, probation and parole, bail, and sentencing matters. David Frasher worked as a law clerk for Judge Robert G. Coats from 1993 to 1994. Working for the court, David Frasher gained valuable experience and had many notable achievements. Among them, several of David’s written memoranda were selected for use in publishing official opinions of the Court.

David Frasher conducted training of incoming law clerks

As an appellate law clerk, David Frasher researched and drafted memoranda and opinions of the court addressing state appellate issues. He was also appointed from among his peers to conduct and supervise training of incoming law clerks.
